Josh Rosa, Senior Account Executive

Josh Rosa wins advocacy campaigns by building stakeholder coalitions and managing teams of lobbyists, media strategists, and issue experts.

Josh joined Redwood Pacific after more than a decade in politics. From 2010 to 2014, he represented clients in California’s energy, high-tech, and construction industries, successfully advocating new building standards, workforce development programs, and alternative energy projects.

Josh also served as Senior Advisor to the Mayor of Sacramento and President of the United States Conference of Mayors, where he managed a federal policy agenda on behalf of America’s cities.

Josh previously honed an expertise in policy and communications related to energy, technology, and economic issues as a legislative advisor to Governor Schwarzenegger, managing such landmark issues as AB 32 (California’s Global Warming Solutions Act) and California’s handling of the American Recovery and Reinvestment Act.

Prior to joining the Governor’s Office, Josh provided research and communications to numerous statewide political campaigns.

Josh teaches advocacy and public affairs at the University of California-Davis Extension, and holds a Master’s degree in public policy and administration. He has also served on boards and commissions overseeing local government budgets and policy in Sacramento.
